I'LL TOUCH ON U.S. 69 AND U.S. 59 AND U.S. 69 CONNECTS LAREDO TO HOUSTON. AS YOU ALL KNOW, L LAREDO THE NUMBER ONE CONNECTOR IN THE UNITED STATES AND NUMBER 1 IN TONNAGE. WHEN YOU LOOK AT IT, THE CORRIDOR WOULD ACTUALLY RELIEVE CONGESTION IN I-35 GOING INTO SAN ANTONIO AND I-10 GOING INTO HOUSTON AS EITHER FREIGHT OR JUST PORTION OF VEHICLES WOULD NOT HAVE TO GO ON THOSE CORRIDORS. THE SECOND HIGHWAY IS U.S. 281. AND AS YOU SEE ON THIS MAP, U.S. 81 REALLY SERVES US ALTERNATE ROUTE TO I-35. AND REALLY SERVING TRAFFIC MOVING FROM SAN ANTONIO TO DFW REGION. MORE IMPORTANTLY, THIS CORRIDOR ALSO SERVE AS A MAJOR FREIGHT CORRIDOR ACTUALLY COMMISSION, WHEN I WAS LOOKING AT THIS PRESENTATION, IT ACTUALLY SERVES THE PORT OF SAN ANTONIO, INLAND PORT, AND THE DFW ALLIANCE PORTS FROM A FREIGHT PERSPECTIVE JUST FROM THOSE TWO MAJOR POINTS OF ORIGINS. IT IS A MAJOR CORRIDOR. BUT MORE IMPORTANTLY, TOO, IT COULD PROVIDE ALTERNATE FROM ALL OF THE TRUCK ROUTE F LARE DO TO THE DFW REGION. ONE THAT SERVES THE INTERSTATE IS U.S. 69 AND U.S. 175. THIS SERVES AS ALTERNATE ROUTE TO I-45. AS YOU CAN SEE, THIS CORRIDOR WOULD TAKE TRAFFIC COMING FROM LOUISIANA, INSTEAD OF GOING THROUGH HOUSTON TO I-45. IT WOULD GO ON THIS CORRIDOR AND REALLY BE ABLE TO, YOU KNOW, RELIEVE SOME OF THE CONGESTION IN THE HOUSTON REGION. AND ALSO, FROM A FREIGHT PERSPECTIVE, THIS CORRIDOR CONNECTION THE PORT OF BEAUMONT WHICH IS THE NUMBER ONE STRATEGIC MILITARY PORT. ALSO WITH THE DFW REGION INLAND PORT OF SOUTH DALLAS. AS WELL AS THE ALLIANCE. AND THEN, I WANTED TO TOUCH QUICKLY ON THE EVACUATION ROUTE U.S. 69 AND U.S. 179 CORRIDOR AND U.S. 59. BOTH OF THOSE CORRIDORS SERVE AS EVACUATION ROUTES, AS YOU KNOW, IN OUR STATE WE HAVE A LOT OF HURRICANE, YOU KNOW, HAPPENING IN OUR STATE AND THOSE IN GENERAL TEND TO BE THE CORRIDORS THAT ARE USED TO MOVE PEOPLE FROM THE COAST INLAND. I MENTIONED ALREADY THAT THE CORRIDOR SERVE IN A NATIONAL TRADE. DURING MY PRESENTATION, YOU SEE WHY THIS CORRIDOR IS IMPORTANT BUT ALSO WHY STATE AND RURAL CONNECTIVITY IS VERY IMPORTANT. AND THEN, I WANT TO ALSO UNDERSCORE THAT THIS CORRIDORS ALSO SERVE GROWING TEXAS POPULATION THAT I'LL TOUCH ON LATER. AND THEN, FINALLY, YOU KNOW, THIS CORRIDOR ALSO LOW-HANGING FRUIT AND COMMISSIONER NEW HAS REMINDED US ON MANY OCCASIONS THAT, YOU KNOW, FOR INSTANCE ON U.S. 87, YOU ONLY HAVE ABOUT 20 MILES THAT NEEDS TO BE COMPLETED TO FULL LANE DIVIDED. IMPROVING THIS CORRIDOR FOUR LANE DIVIDED CERTAINLY A BIG COMPONENT IS IMPROVED CONNECTIVITY, BUT IMPROVING SAFETY IS A KEY COMPONENT OF THAT. AS YOU CAN SEE ON THIS SLIDE, TEXAS HAS THREE DESIGNATED FUTURE INTERSTATE CORRIDORS. I-69. I14 RECENTLY DESIGNATED AND THEN PORTS TO PLAIN. SO I-27. AND ALL OF THIS CORRIDOR TOTAL TO ABOUT 3,000 MILES. DESIGNATED IN THE STATE HIGHWAYS. TO DATE, ONLY 300 OF THIS CORRIDOR MILES ARE INTERSTATE STANDARDS. WE HAVE OVER 2700 MILES. IT STILL IS REMAINING TO BE IMPROVED TO INTERSTATE STANDARDS. AND AS I MENTIONED EARLIER, THREE OF THE KEY CORRIDORS, U.S. 87, 83, U.S. 59, AND U.S. 69 AND U.S. 175 ARE ALL PART OF THOSE THREE FUTURE INTERSTATE CORRIDORS. THE NEXT COMPONENT OF MY PRESENTATION WILL WALK YOU THROUGH THE RURAL STATEWIDE RURAL CONNECTIVITY CORRIDORS PLAY IN THE STATE'S ECONOMIC PROSPERITY. AND TO START, I THINK THIS IS ONE OF THE SLIDES THAT REALLY VERY, VERY TELLING WHY IT IS IMPORTANT TO FOCUS ON STATEWIDE AND RURAL CONNECTIVITY. AS YOU CAN SEE, ON THIS MAP, THERE ARE SEVERAL ECONOMIC SECTORS THROUGHOUT THE STATE. AND THE BUBBLES IT REPRESENTS, YOU KNOW, THOSE SECTORS AS YOU CAN SEE, SPREAD THROUGHOUT THE STATE AGRICULTURE IN THE PANHANDLE TO RURAL TRADE AND MARITIME TO LUMBER DEVELOPMENT THROUGHOUT THE STATE. WHAT I WANT TO HIGHLIGHT IS JUST A COUPLE OF KEY FACTS. SO WHEN YOU LOOK AT AGRICULTURE, AGRICULTURE GENERATES ABOUT 12.6 BILLION DOLLARS, BILLION DOLLARS A YEAR IN GDP FOR THE STATE OF TEXAS. ENERGY SECTOR THAT'S MUCH MORE SIGNIFICANT, ESPECIALLY IN TODAY'S ENVIRONMENT, WITH ENERGY PRICES SKYROCKETING. IN 2020, THE DEPARTMENT ACCOUNTED FOR 39%, ALMOST 40% OF U.S. CRUDE OIL PRODUCTION. SO THAT'S REALLY, REALLY VERY SIGNIFICANT. THAT'S JUST THE DEPARTMENT ALONE. THE EAGLE FORD SHELL CONTRIBUTED OVER $170 MILLION IN LOCAL PROPERTY TAXES FOR TEXAS. THEN, WHEN YOU GO TO EAST TEXAS, WE HAVE LUMBER AND TIMBER. IN 2021, THE LUMBER INDUSTRY CONTRIBUTED MORE THAN $21 BILLION TO THE TEXAS ECONOMY. AND THEN, WHEN IT COMES TO INTERNATIONAL TRADE, THROUGH OUR BOARDER CROSSINGS, THAT NUMBER IS STAGGERING. OUR BORDER CROSSINGS HANDLE OVER 65% OF U.S.-MEXICO TRADE OVER $352 BILLION OF THE TOTAL U.S. MEXICO-TRADE OR $538 BILLION. THAT'S AGAIN VERY, VERY SIGNIFICANT. WE'VE BEEN PLAYING A SIGNIFICANT ROLE, ESPECIALLY WITH THE PANDEMIC. AND ALSO, THE ANTICIPATED NEAR SHORING OF A LOT OF MANUFACTURING MOVING BACK TO, YOU KNOW, TO NORTH AMERICA AND MEXICO BEING ONE OF THE AREAS THAT'S SEEING REALLY UPTICK IN THAT ACTIVITY. THEN, WHEN YOU LOOK AT MARITIME TRADE, TEXAS PORTS PLAY A SIGNIFICANT ROLE IN THE STATE'S ECONOMY. IN 2019, YOU KNOW, THEY CONTRIBUTED OVER $242 BILLION IN TRADE VALUE TO THE STATE. AND THEN, FINALLY, NATIONAL DEFENSE. TEXAS IS A MILITARY STATE. WE HAVE SOME OF THE BIGGEST MILITARY INSTALLATIONS IN THE STATE. AND MILITARY BASES IN 2019 ACCOUNTED FOR $75 BILLION OF THE STATE'S GDP. AND HERE, JUST WANTED TO SURE TO MENTION MARITIME TRADE. ONE OF THE KEY IMPACTS OF TEXAS IS, YOU KNOW, MARITIME TRADE THROUGH THE PANAMA CANAL. THIS IS JUST SHOWING THAT. THAT SHOWS ALL OF THIS COMES TO THE TEXAS PORTS AND ESSENTIALLY HAS TO EITHER GET ON OUR ROADWAYS OR ON RAIL. AND I MENTIONED BORDER TRADE, YOU KNOW, A FEW MINUTES AGO. THIS MAP IS REALLY SIGNIFICANT BECAUSE IT SHOWS THAT, 1, TEXAS IS A GATEWAY STATE FOR TRADE WITH U.S. TRADE WITH MEXICO. AND IT KIND OF SHOWS YOU, THE MAP SHOWS YOU, YOU KNOW, THE URBAN SPOKE ESSENTIALLY THAT EVEN TRADE GOING TO CALIFORNIA COMES THROUGH TEXAS AND THEN GOES TO CALIFORNIA. BUT AS I MENTIONED EARLIER, WE'RE ACCOUNTING FOR 65% OF U.S.-MEXICO TRADE THAT'S COMING THROUGH OUR BORDER CROSSING OR THROUGH OUR ROADWAYS OR THROUGH OUR PORTS OR THROUGH OUR HIGHWAYS THE NEXT SLIDE, THIS SLIDE REALLY SHOWS POPULATION GROWTH. THEN SOME OTHER CORRIDORS U.S. 69 AND 59 I MENTIONED EARLIER AND U.S. 281 THE CORRIDORS WILL SEE SIGNIFICANT POPULATION GROWTH. AND REALLY BEGGING THE NEED TO MAKE INVESTMENTS TO ACCOMMODATE THE ADDITIONAL TRAFFIC THAT WILL BE ON HOSE THOSE ROADWAYS. THIS SLIDE IS JUST A QUICK REMINDER OF DIFFERENT TxDOT DISTRICT TYPES AND NEXT SEGMENTS OF MY PRESENTATION WILL FOCUS ON THAT. WE DO HAVE FIVE METRO TxDOT DISTRICTS. WE HAVE 11 URBAN TxDOT DISTRICTS. AND IT WILL PROVIDE AN ALTERNATIVE TO I-35 AND I-45 AS WELL AS LINK I-10, I20, I-30, WHICH WILL PROMOTE ECONOMIC GROWTH AND OPPORTUNITY IN ALL OF EAST TEXAS. AND THE LUFKIN DISTRICT, I-69 GENERALLY DOES FOLLOW U.S. 59 COMING OUT OF HOUSTON, AND THEN UP TO U.S.-84 AND OVER TO LOUISIANA. THIS KEY CORRIDOR SERVES OUR TIMBER INDUSTRY, AS WELL AS THE HANG BOSSIER SHELL AS WELL AS OUR AGRICULTURAL. THE DISTRICT HAS TAKEN A TWO-PRONG APPROACH TO BUILDING UT U.S. 59. FIRST, CONTINUE THE EXPANSION FROM THE SOUTHERN PART OF THE DISTRICT TO THE NORTH. THIS WILL TIE TO THE WORK ALREADY COMPLETED IN THE HOUSTON DISTRICT AND ALLOW THE TRAFFIC TO CONTINUE MOVING SAFELY, AS IT ENTERS INTO THE MORE RURAL AREAS OF EAST TEXAS. THIS ALSO WILL ALLOW LUFKIN A QUICK WIN TO FINALLY GETTING A SHIELD BECAUSE IT CONNECTS TO AN EXISTING INTERSTATE. SO PROJECT 7 AND 8 ARE COMING OUT OF CLEVELAND. THEY'RE GOING TO START CONSTRUCTION IN FY 23. PROJECTS 11 THROUGH 15 ARE EITHER IN SCHEMATIC DEVELOPMENT OR CANDIDATE PROJECTS FOR THE UTP. OUR SECOND APPROACH IS TO LOOK AT AREAS WHERE WE CURRENTLY HAVE SAFETY ISSUES OR OPERATION THE DEFICIENCIES. AND WE WANT TO MAKE SURE IF WE'RE GOING TO IMPROVE THOSE IN THE INTERSTATE STANDARDS THESE CAN LATER BE UTILIZED FOR I-69 ROUTE USING TODAY'S DOLLARS FOR TOMORROW'S HIGHWAYS. THAT RELIEF ROUTE ALONG WITH THE PROJECT NORTH OF LUFKIN, THEY WILL BE UNDER CONSTRUCTION BY THE END OF THIS YEAR. THE OTHER ORANGE PROJECTS WHICH ARE IN AND AROUND DABA, LUFKIN, NUECES ARE CURRENTLY UNDER CONSTRUCTION AND REMAINING UNDER DEVELOPMENT.
