The department may reschedule receipt of bids for those projects where the commission rejects all bids. Discussion Items Texas Transportation Plan (TTP) 2050 Discussion of the Texas Transportation Plan 2050 (Presentation) The Texas Transportation Plan (TTP 2050) is the state’s long-range transportation plan. The TTP sets the direction for the future of Texas’ multimodal transportation system by informing investment strategies tailored to make progress towards TxDOT’s performance goals and objectives. TTP 2050 will provide an objective and transparent decision-making framework, better manage transportation infrastructure, prioritize multimodal needs, and align resources to achieve the most beneficial performance outcomes to meet long-term goals and objectives. Staff will provide an overview of the TTP 2050 development process and the contents of the plan.
Unified Transportation Program (UTP) Discussion of the draft 2021 Unified Transportation Program (Presentation) The Unified Transportation Program (UTP) is a 10-year statewide plan for transportation project development. Staff will facilitate a discussion of the draft 2021 UTP.
Legislative Appropriations Request (LAR) Discussion regarding the development of the Texas Department of Transportation's Fiscal Year 2022-2023 Legislative Appropriations Request (Presentation) Staff will discuss the development of the LAR with the commission and seek direction on components of the LAR.
Aviation Various Counties - Consider the award of federal non-primary entitlement grant funding, federal apportionment grant funding, and state grant funding for airport improvement projects at various locations (MO) Federal law authorizes the award of federal non-primary entitlement grant funding and federal apportionment grant funding to preserve and improve the state's general aviation system. State law authorizes the award of state grant funding for capital improvement projects.
Public Transportation Various Counties - Consider the award of state and federal formula and discretionary grant program funds to multiple entities for a variety of program-eligible purposes (MO) The awards identified in this minute order reflect the allocation of fiscal year 2021 state funds to large urban, small urban, and rural transit districts; the allocation of second year awards to various entities for the biennial Section 5310 call for projects; the allocation of funds to various entities that responded to the biennial Coordinated Call for Projects; and the allocation of Section 5311 funds to rural transit districts based on vehicle miles.
Promulgation of Administrative Rules Under Title 43, Texas Administrative Code, and the Administrative Procedure Act, Government Code, Chapter 2001: Rules Proposal Chapter 1 - Management Amendments to §1.84, Statutory Advisory Committees (Advisory Committees) (MO) Senate Bill 1959 (SB 1959), 86th Legislature, amended Transportation Code §55.008 to require the Port Authority Advisory Committee (PAAC) to prepare a two-year maritime port mission plan. Previously, the PAAC was required to prepare both a port mission plan and a port capital program. The proposed amendments modify the reporting requirements for the PAAC in accordance with the changes made by SB 1959.
Eminent Domain Proceedings Various Counties - Consider the authorization of the filing of condemnation proceedings to acquire real property by eminent domain for non-controlled and controlled access highways (see attached itemized list) (MO) Commission findings, determinations, and authorizations for the state, by motion made in accordance with Senate Bill 18, 82nd Legislature, to acquire by eminent domain, upon the payment of adequate and just compensation, various ownership interests in specific parcels of real property that are needed to develop or improve both non-controlled and controlled access state highways, to include requesting the state attorney general to bring and pursue condemnation suits relating to those specific parcels of real property described in the attached itemized list.

The Compliance Division is required to provide a monthly report to the commission regarding investigations and a summary of information relating to trends and recommendations. 9. Highway Designation Grimes and Montgomery Counties - Near Pinehurst, consider amending minute order 114382 and re-designating SH 249 as FM 1774 (MO) This minute order revises and amends Minute Order 114382 to adjust the designations of FM 1774 and SH 249 by redesignating SH 249 as FM 1774 from existing SH 249 at FM 149 southward to the intersection of Woodtrace Boulevard; redesignates the frontage roads as FM 1774 southward of SH 249, a distance of approximately 0.2 miles; and amends the designation of SH 249 by extending SH 249 from Woodtrace Boulevard northwestward to SH 105 near the community of Stoneham. e.
