Commission Opening Remarks
Proposed safety program funding (Presentation) On May 30, 2019, the commission adopted a goal of reducing the number of deaths on Texas roadways to zero by the year 2050 and directed department divisions and districts to develop and implement strategies to achieve that goal. In support of the zero fatalities by 2050 goal, staff has recommended an additional $300 million per year be added to Category 8 for the next two years ($600 million). The draft 2020 Unified Transportation Program includes this investment of $300 million per year for the first two years for a total of $600 million from strategic priority funds. Staff will provide a general overview of the proposed funding and how it would be utilized statewide.
Proposed Permian Basin energy sector funding (Presentation) The commission has discussed the importance of investing in strategic corridor transportation improvements in the Permian Basin to Texas and our nation. In the draft 2020 Unified Transportation Program staff has recommended an additional $300 million per year to be added for the next two years ($600 million). These funds will be used for strategic corridor improvements in the Permian Basin potentially consisting of additional travel lanes, grade separations, truck passing lanes, left turn lanes, intersection improvements, and pavement strengthening. Staff will provide a general overview of the proposed funding and the possible corridors.
Texas Clear Lanes update (Presentation) Texas Clear Lanes is an initiative to reduce congestion in the most congested areas of the state. This presentation is an update from the September 26, 2018, presentation to the commission. Staff will provide a progress update on this initiative including recommending new Texas Clear Lane projects for funding in the 2020 Unified Transportation Program.
Proposed maintenance funding (Presentation) In the draft 2020 Unified Transportation Program staff has recommended a 10 year allocation of $13.93 billion for Category 1, Preventive Maintenance and Rehabilitation projects. Staff will provide a general overview of the proposed funding, explain how it would be distributed statewide, and provide a general discussion of historical uses of Category 1 funds.
Rural and statewide connectivity (Presentation) This presentation is an update from the January 30, 2019, presentation to the commission. Staff will provide a progress update including projects recommended by staff for funding in the 2020 Unified Transportation Program.

Executive Session Pursuant to Government Code, Chapter 551 Section 551.071 - Consultation with and advice from legal counsel regarding any item on this agenda OPEN COMMENT PERIOD - At the conclusion of all other agenda items, the commission will allow an open comment period, not to exceed one hour, to receive public comment on any other matter that is under the jurisdiction of the department. No action will be taken. Each speaker will be allowed a maximum of three minutes. Speakers must be signed up prior to the beginning of the open comment period. ADJOURN
